Only if they are using a true random number could that occur. They are probably using a homegrown algorithm to ensure you are place on a never seen before Planet X number of light years away from the next person.
A better question is will they even need to be. There should be some compelling reason to explore a far off galaxy. I wouldn't want to see the same things I've seen elsewhere, and color variations don't count.

To be fair, this is similar to buying a tv with no hdmi cable included. It is absolutely needed for the device to work, yet is not included in the product. They assume you already have one. Is it a fair assumption, maybe / maybe not. Do most tvs ship with an hdmi cable to ensure you can use the device you've purchased? Absolutely. I think as long as they clarify that this is the base model, and come out with skus that contain camera and or move then it's all good.
What Sony can do to offset the price of VR is to lower the price of the PS4 in a bundle package. Somehow make the whole thing 500 dollars with Rigs packaged in. It would literally explode off of the shelves.
it all depends on my purchasing power. If I value graphics and have the money, I'll get a PC. Ease of use obviously Xbox. However in reality, I am buying a ps4 because the perception that the Xbox has limited shelf life now exists thanks to MS.
