Publishers can fund developers but they demand a share in the ownership of technologies and IPs which are developed by their funding. If you want to really own your game you need external funding which is what I think Ninja Theory really wants.

in many cases this would be the preferred outcome but external funding means you bend over and blow whomever is paying the check and if the funder wants multi plat that is what you make

the best way to describe how it can do it is - take a pencil and hold it in front of your face - see the size of the pencil
now take that same pencil and move it 10 metres away and look at it.
