Let's just think about the console SolidDuck plays and consider his comment in context. Hint: it's not made by Nintendo or Sony.
Can they though? Consumers aren't as stupid as you seem to think they are. MGS5 may have sold 5ish million copies, but just tacking the words Metal Gear on another game won't prevent fans from seeing previews of the game and understanding it isn't real MGS. They'll be lucky to get a few hundred thousand in sales based on the name, but they'll further alienate millions.
You've just shown your ignorance on the matter. MGS fans complained about the Acid games until we got real portable MGS games (Portable Ops and then Peace Walker). And Rising got ripped when announced and ignored when released. MGS fans don't consider it part of the series.

...but it will be held back by the Xbox One's specs, so it won't matter. Iterative consoles are stupid. Give me a true next gen that isn't going to share a library with (and thus be held back by) the previous gen.

So, what you said is basically the second scenario I laid out. There are still generations, it's just that every game has to be developed around the specs of the second-newest console, because it has to stay compatible until something even newer comes out.
People are trying hard to ignore these obvious issues with "ending console generations." If console generations are going to be "over," does that mean my PS4 will work for all PlayStation games released in the future? If so, games will always have to be held back to the PS4's specs, and there will be little motivation to buy newer consoles, except for maybe resolution boosts. And yes, people playing at 60 FPS will have and advantage over those playing at 30, especially if the 30 isn't stable.
And yes, I realize this is an issue on PC and people play multiplayer games on PC all the time. But one of the advantages of consoles was that everyone had an equal experience.
Just wait until a game runs at 60fps on Neo and 30fps with dips on vanilla PS4 and the Neo people have a major advantage in the multiplayer. This is why iterations on console are stupid, and don't make sense like they do for phones.
(Btw, not hating on Sony, Scorpio will create this same issue, but potentially even worse)
