Both of this generations current console CPU/OS are 64bit. Otherwise anything a bove 4Gb would not be addressable; extra memory in a 32bit processor & OS would be a useless piece of additional hardware.

Doing so would no be different than having your laptop cycle up power when plugged in and use less GPU/CPU when using the battery. A very common setup for laptop users. Will the Switch do this? Considering the Microsoft store has all versions of COD at 20% off since the release I was going to buy it from there. That was until this issue cropped up. I am in no hurry to play from day one.
