It isn't a lottery. I am sure they look at data patterns of people that request to be part of the beta process. You do realize they track how long you are on you machine, what you load on it, etc... Than they take that data and determine who of those that signed the agreement are the best candidates. For future reference you have to register to be part of the current beta. Note: not everyone that signs the agreement gets into the program. If you get in to one beta it does not (at least in the past) give you access to the next beta. Of those that sign the beta agreement Sony selects a subsection of PS4 owners to be part of the actual testing phase. That group of actual allotted beta spots may or may not...
