Even if your numbers were right you need to work on your math skills. "Almost a tenth" of 36billion would be in the neighborhood of 360billion (70 billion off is a far cry from almost 290 billion and even a bigger separation from Microsoft's actual value.)

HBM2 is not the only memory type a Vega chipset supports. So, basing it on that argument is wrong. Vega also supports GDDR5/x. But, to your point Scorpio is using tech from Vega not Vega itself. I don't know why everyone is (as the kids say nowadays) "so salty" about this. According to Sony, the PS4 Pro (and it's Polaris based GPU) is also using tech from the Vega chipset as well. Now what features in Vega Microsoft engineers have used we will have wait and see.

Both the PS4 (slim) and Xbox One S are because of this move by AMD. They both use the smaller chipset designs. The mid-gen system refreshes: PS4 Pro and Scorpio are around for completely different reasons and have nothing to do with AMD's move to stop manufacturing the older, less efficient SOC.
I always felt the removal of sharing with friends was middle finger to the Xbox community. The feature was removed after doing the reverse online DRM management for disc users. For some reason doing this caused this feature to go away for digital games as well. From a programming side that made no sense (it is not hard to limit a feature by media type). To me it was Microsoft saying Xbox users you don't want to have nice things, than we are going to take away all these new cool Xbox One...
From the picture the developer kit looks to be slightly bulkier than the Xbox One S. So my expectations are that Scorpio (whatever external design it has) will also be around that size (much smaller than the original and slightly larger than the S).

@ShadowKnight He doesn't wish, he reads. I know it is early overall and much more testing has to be done but, DF did actually mention that in it's break down. They felt it was performing between a 1070 and a 1080 in power. Actually, where the 1070 showed some issues on the PC those did not appear to happen on the Scorpio; it did not suffer at the same level of issues and the Scorpio still had plenty of headroom left.
