The ps4 won't use the cell processor, doesn't matter if Sony own the manufacturing plant or not. The cell, as is, has much better uses than in a game console, and Sony will use it for them.

vita games dont let you play without a memory card for 2 reasons:
1. to stop piracy. if you need to buy an official memory card before you can play a game, it will deter *some* pirates.
2. to make sony more money. wanna play this game? well you have to buy one of our proprietary overpriced memory cards as well as the console and game.
everything you do in Uncharted is hand-held and forced on you, thats the nature of the game. they just call it 'cinematic'.
