You nail it!!! This article, the whole discussion is about the PR message (to the general public). It is about who communicate (or lie, or gaslight, you can decide) their next console better to the general public. This maybe a presentation aimed to developers. But there is no other solid info on PS5 other than this one. So this is the first major unveiling of PS5, whether people agree or not.
The article is talking about the marketing, the presentation of PS5 so far. MS at least gave us a clear message, a physical image of XBoxX. Especially under the uncertainty of the big events like E3, Tokyo Game Show, etc, it is even more important for Sony to communicate & market PS5 online.

The issue, up to this point, is the absence of a hardware. Show us the look of the hardware, show us some technical demo, show us the technical of that revolutionary sound design. It is strange because by now, the hardware design should be set in stone, and production should be already underway. Not showing any hardware, does this mean that the hardware design is still not ready at this moment?
This is not just Sony's decision. Just look at how Capcom, or Square. How may Biohazards has Capcom remade? How many different FF are remade? Just imagine, if you can just play FF7 in the new PS5, won't it affect the sales of the upcoming FF7 remake?
I'm wandering: by now, the hardware spec, the controller, the outlook design of PS5 "must be" finalized, & manufacturing processing should already be started. Up to this point, MS is on top of Sony in terms of PR. By releasing info later than MS, Sony place itself on the defensive over what messages they are communicating to general public (to 3rd party developers as well). The 2 upcoming consoles are being compared, based on MS's spec, now.
I think this has more to do with the business model of Sony + Japanese developer then technical limitation. For years, Japanese developers rely on re-make & re-master of their games. BC will be a direct challenge to this business model.
"Free" is not the word I'll used to describe Chinese game market. I'm not sure you can buy game console thru Taobao as easily as the artificial suggested. I always see people are stop, PS4 machines & games (especially games!!!) are confiscated at border crossing check points.

I think Sony is too passive on their PR strategy. I mean, they should at least hype about the hardware power, since hardware configuration must be frozen by now. By keeping silence now, Sony is letting XBox to dominate the headline.
For gamer, accessibility is a very low priority. Graphic, performance, latency, price, all are more important then the concept of accessibility.

Google has a very consistent track records of hardware flop in years now. Beside Chromecast, which is the only Google hardware that are mildly successfully, every hardwares Google come up with are dead before their 1st birthday.

It is about re-capping your investment. I always wander: for games with long development time, like The Last Guardian or FFXV, can their publisher (Sony, Square Enix) recap their investment?
I think this is a clash between the Japanese & Western concept of development. On the Western style, there are clear roadmap, milestones, deliverables to follow; while the Japanese style is "as-long-as-it-take" . As a gamer, I personally do not want to wait for a game for 5, 10, 15 years that may (or may not) be great.
Sony is building momentum too slow.
