MS is doing this FOR their fanbase (myself include). This is also a logical business decision. MS is trying to prevent a sudden drop in GamePass subscription, their bread-n-butter cash cow now. As long as gamer subscribe to the service, MS won't care whether we play on current Xbox, PC or the next XBoxX.

For MS, their bread-n-butter now is in GamePass. So, as long as gamer subscript to their service (myself included), MS would be fine if I don't buy their latest machine right a way. MS is making sure that we the subscriber will not stop our subscription & wait for the new hardware coming.
Also, not forcing their 1st party studios to make their next games exclusive for the new machine, MS is letting them to finish their projects on hand under their existing developm...

THERE WAS MULTIPLE FORMATS OF VIDEO TAPES (VHS vs Beta) which had their exclusive titles at that time. It was only VHS left because Sony didn't have enough exclusive contents that make VHS as the sole format. Sony has since try very hard to avoid this same mistake to happen ever again.
It's like saying: why HBO invest millions of dollars on original programmes like GoT, Westworld, Watchmen, etc; why Netflix invest millions into Strange Things, Irishmen, etc. Because they need those exclusives programmes to lure customers to signup to their service. This is the same thing for exclusive games.
This line of thinking cost MS millions of dollars & MS is still struggling from this mistake. Exclusive title is the most critical reason on customer (like myself) to decide which game machine to buy: why buying a XBox? because I want to play Forza Horizon. Why buying PS4: because I want to play Horizon: Down Zero, Spiderman, God of War, etc. Those cross-play, game-as-service, cloud gaming staff will only come AFTER gamer being lock-down to a specific gaming-ego system.
This is the 1st game that I play thru mostly as a talk-thru guy. Use my words instead of my guns.

The gaming market is swift again, away from the idea of "game-as-service", loot box, back to a more single-player focus one. Form the failure of Anthem & Ghost Recon, big studio see the limit, both commercially & creatively, of the "game-as-service" business model.
