If DX12 would bring such a big change to X1, I would like to ask you all the following:
- why did MS, desperately, cut several features of X1 (like the reserved power for kinect features);

MS sold IN 1.6 mil X1 and X360 during Jan-March '15, while Sony sold THROUGH 1.7 mil only of PS4 during Jan-Feb '15.

Your calculation is incorrect. I do not know from what source you took the data, but is wrong.
I can confirm to you that now the PS4 consumes in rest mode (without charging the controllers) only 4.5 W. This consumption includes also suspend/ resume.
The problem with the X1 is the standby consumption which is 3 times more than the PS4.
X1 does not have an ARM secondary chip like PS4 has. Not having such secondary chip, X1 uses the Jaguar chip ...

This feature exists on Sony platforms from the beginning of PS3 (streaming to a PSP).
With the PS4 you can basically stream on every device (from phone, tablet, Vita, and also PC).

I just wanted to emphasize that nowadays almost every game needs a patch to solve an issue that should haven't been in the first place.
Also, what I wanted to underline is that the minor issues in the PS4 version is not due to the hardware but due to less time allocated for optimization.
