for other publishers who release games in other territories.
for example, working at Activision, we often had to test foreign language builds of games (Spanish, French, German, etc).
each of those builds had to be pressed on separate discs from the English version. we even had PAL territory consoles and TVs.
my thinking is that if more publishers were able to press just one disc with all the various audio, they wouldn't have to spend so much money on pre...
