Sony don't have to soend any money in cod development but it releases on their console they give activision a different cut to other titles in return for the marketing rights and some exclusive content. It sells consoles and sells loads of copies each year which makes them billions all with almost no investment required. In 343i defence the series s couldn't do splitscreen and MS won't let a title have gameplay features on series x that aren't on the s - hence it never got the feature. MS decided to go with such a low spec for series s so really it isn't thr devs fault.
Direct x is the cause of the shader issues for the most part. The stutters is actually mainly due to hardware architecture differences between the consoles. Particularly thr ps5 and pc which given ps5 is lead platform for most multiplatform titles is why the xbox often has performance issues too although it's more similar to the ps5 in its ram setup and has an ssd even if it is slower. Best way to eliminate stutter on pc atm is a cpu with a massive cache as the problem seems to be caused ...
Technically one as the api's for the 3 are virtually the same. Literally a pc version of a game is very very similar to the xbox console version and the series s and x both run same code so technically 2 platforms at most. More like 1.5.

You realise this isn't a thing, right? Anyone that knows anything about computer hardware can tell you why the ps5 has been seeing better performance than xbox. One part of it is direct x 12 which is causing serious issues for devs in the pc space aswell.
