Metacritic isn't a great metric for the quality of a game. Red Dead Redemption 2 and Zelda Breath of the Wild are the two highest rated games of the generation, yet most people would take issue with that. A lot of PS4 fans swear on their lives that Horizon is far better than both.
Not saying they're wrong or right, just saying review scores aren't a scientific way to judge a game, unless we all agree GTAIV was the best PS3/X360 game.

God of War has been the fastest selling PS4 exclusive hasn't it? Of course Gears 5 wouldn't match it.
GoW's one of the highest rated games of this generation, and had plenty of hype behind it. Gears 5 didn't rate as well, and it didn't have much hype until a few weeks before release. Plus the PS4 has double the install base.

The dialogue and story are a massive step down in Borderlands 3. Which is a shame, since that was arguably the biggest improvement part 2 made.

Uncharted 4 has the most consistent visuals this gen, which is why I'd rate it as the best looking PS4 game. Horizon's facial animations were as bad as Mass Effect Andromedas, not sure why people insist that looks better. God of war had a lot of inconsistency; anything in the distance didn't look great. Atreus looked awful at times.

It worked in Red Dead just fine, all those features made the world more immersive. They might work well in Death Stranding, but this gameplay certainly didn't demonstrate that. It can't get away with it if it's just empty mountains for most of the game.
It would be nice to play Resistance 2's co-op again. I still think it's yet to be topped.

Scalebound was going well over budget, and the developers didn't seem to have an idea how long it was going to take. Either they put most of their resources on Nier, or they really weren't capable of making a game with such large scale combat.
