They aren't talking about the Wii U eShop. You can absolutely link your Club Nintendo account to that. They mean in the Wii U, when you go into the Wii emulation mode and use the old Wii shop, you can't link your Club Nintendo account. I haven't bought anything from the old shop since I got the Wii U so I didn't notice...

Maybe we read different articles but Carmack was talking about most next gen games, not just Doom 4. He meant developers will often choose prettier graphics over 60 FPS, and that won't change even with powerful next gen systems.
But to answer your question, the way the Wii U is missing every 3rd party multiplat, I'd say Doom 4 has almost no chance of making it onto the Wii U even if the console was powerful enough.

If this story is true, I agree with other people here that it was probably just some crazy moderator. The guy got his stuff back anyway, so no harm done really. If a child making a drawing on an adult's account is an official ban-able offense it'd be in the TOS. Not that I read the TOS but I doubt it's in there.

Of course I had to open up the article again to read that comment. I'm not going to disagree with him regarding the PS1 and PS2. They had hundreds of great games. Still, that doesn't make Nintendo less good in any way. Nintendo is still leading the charge with innovation, as much as some people like to deny it. What do you mean? Are you talking about online multiplayer? Monster Hunter Ultimate for Wii U has online co op. But I agree not many Nintendo first party games have online.
