So why did they not unveil UE5 using a PC? where the effects and technology would have been able to be shown at higher fidelity?

The length/download speed, does not equate to "bad Wi-fi", several factors come into play, upload speed of the file server (how fast it will allow you to download), traffic requesting the same files, interference with household appliances, etc etc.

Epic were 2nd party, and Microsoft created/own the IP Gears of War.
Just like Bungie was 2nd party, and Microsoft Created/own the IP Halo.
Both games were developed in collaboration with Microsoft game studios.
I do not want to see any timed deals.
Also Microsoft announced a few E3's ago they were withdrawing funding from timed deals to put the money into 1st party. That is the sole reason why Activision partnered with Sony for COD, because xbox binned them off.

Forza motorsport and Forza Horizon are different games.
Motorsport is your typical sim track racer, Horizon is an open world racer.
Its been 5 years since the last halo so i am looking forward to seeing infinite. I doubt we will see gears as gears 5 launched last year. And Forza could be another launch title, even though i doubt that as well.
Next-gen games are being created as we speak using UE4.25, this will seamlessly transfer to UE5 once launched.

MS do not announce games that are not releasing in the near future, it is normally Sony that announce games and release them 4-5 years later.
