Actually rx480 is 4K/60 with Vulkan on Doom. If Scorpio is using Vega and the developer uses Vulkan or dx12 they should hit it pretty easy. Vega will be even better than Polaris and Fury X is doing it also.

After seeing the gains in Doom on the Fury you can expect similar gains from Polaris. That $200 card will be a better deal in the long run as more games go with asynchronous compute. Games will get more out of the 480 like a console gets better.
I believe they are adding things that will make it scale to Scorpio. With the power of Scorpio they could probably add similar destruction offline since 1 person can only do so much damage. Since the game is already designed to look for more power from servers and scale adding that to the single player should be pretty easy.
