They're running on the same engine.
GTA V is just better optimized and they've been showing everyone footage from a PC devkit for the consoles.
And yes, GTA IV IcEnhancer looks way better than vanilla GTA V.

Not sure why you're getting disagrees, but this is a serious concern.
A lot of console gamers probably don't know that PC titles are frame-capped, so even if you have a beastly rig the FPS still dips down to 20-30fps even if your PC can handle it.
I hope this goes away during this next-gen as it's such a disservice to enthusiasts.

There is no game on the market that has animations or combat like The Witcher. His sword handling is unprecedented, so I don't know what you're talking about.
It would be nice if other games came up to par with melee combat as dynamic and fluid as The Witcher.

I really, really don't like Call of Duty, but to say that Uncharted 2 was more influential than COD this generation is an absolute lie.
I can only think of one Uncharted clone but there are countless COD clones out there and greedy publishers trying to imitate the gameplay and its sales.

In the case of EA and Activision, I'd be willing to bet three quarters of expenses for any of their games is in marketing.
EA spent nearly $50 million in marketing alone for Battlefield 3.

You'd be surprised at all the budget priced couch co-op games for PC.
Dungeon Defenders, Borderlands 2, Serious Sam, Trackmania, Shank and Sonic & Sega All-Stars Racing are just a few games off the top of my head that support couch co-op play.

My biggest concern is the lack of a technological leap.
GTA V is still running on the same hardware that GTA IV did (on consoles anyway). They can optimize the crap out of it but something HAS to give running on such old hardware, and I imagine it'll either be AI, graphics or on-screen action.
Whatever it is that Rockstar sacrifices I'm curious how much that will play a part in the overall gameplay experience and the word of mouth marketing it genera...
You can't use the mod tools on consoles and you can't get used versions of the game for PC, so wtf is Hines talking about?
The things that expanded the life of Skyrim was for PC only and the DLC was fragmented (at best) so PS3 gamers got a bum deal for a couple of months.
Not to mention used game sales have hit an all time LOW. He seems to have forgotten to mention that digital distribution is cannibalizing used game sales.
