GDDR5 relates to graphics memory. But the memory is shared on the PS4 in its custom APU between GPU (graphics processing) and the CPU (central or core processing).

That also doesn't address the point that a lot of the mods made for GTA IV are now PART of the standard gameplay for GTA V. The car handling, shootouts, shaders and more. Not every game can be modded the way GTA IV could and that's a good thing. Doesn't matter if you like them or not, it just adds to a game's replay value.
You probably played the console version of GTA IV, which is trash.
The engine far exceeds the console's capabilities and to properly enjoy GTA IV you'll need the realism mod for vehicles (it fixes a lot of the driving problems and makes everything feel "natural" and weighty).
You'll need the shooting realism mod so the gunplay is more fluid and dangerous.

I don't play EVE but if it were on PC I would play DUST.
