Consoles can be optimised better.
But at some point, that will not matter either if your PC is more powerful by a decent margin. It can be- because of how slow the new machines are relative to existing PC gear.
These consoles aren't exactly hotrods, 360 was impressively fast for its time in 2005, PS4 is less so for 2013, you have to admit that. Its fast, but already quite a lot slower than higher end Pc hardware.

I have had a lot of different hot hatches in my time, half a dozen, and now a tuned mark 2 Ford Focus ST.
Driving it in Forza and GT is epic win because you get a good idea just how accurate they feel and sound. Being able to tune and fiddle your car is brilliant.

GT6 has the most realistic colour palette of any console racer.
It also runs with a stupendous resolution for last gen hardware 1440 x 1080 on the demo earlier. Thats amazing for a sim aiming at 60FPS on a 7 year year old console.

What Killzone downgrades? The game was one of the few that looked identical or better in game play in its retail form than when it was shown at the reveal you nubbin.
The thread where you take that post from on neogaf generally agrees on that too, Killzone is basically unmolested...The pictures speak for themselves. All that is done is gamma correction on lighting or texture refinements etc
Microsoft used high end PC hardware on their games, then the box turned out slower than some devs imagined by the looks of it. Sony did the opposite far as I heard.
EA sports titles were not really gameplay anyway there which explains the laughable differences in Madden, but stuff like Forza 5 has obvious downgrades from E3
360 BY FAR had the most diverse and widest range of quality. You could pick up a few games and know they would be very good. PGR3 was superb. COD2 was fantastic. Condemned was rather good, amped 3 was too, Kameo and Perfect Dark were certainly enjoyable if you didn't have too high expectations.
Honestly you could buy 5 or 6 titles on 360s launch and they all would keep most gamers pretty chuffed. There was something for everyone in there.

Graphics are only part of the upgrade in games, better hardware means a developer can do better physics, or AI, or smoother, bigger world, with more detail and potentially, better and more complex character interaction for one.
We'll soon find out if someone can dump the system details, if nothing else we can get clockspeeds like we had when a hacker did it to Wii U. You can bet someone is already working on it if Sony don't care to tell us.
1.6ghz or 1.75ghz or 1.8ghz it doesn't matter too much, 2ghz would be a good jump over 1.6ghz (25 percent more) but it probably wouldn't be that high due to yields and voltages therefore power consumption/heat trade off.

Radeon 7870 ghz has 20 CUs, 80 Texture Mapping Units, and 32 ROPS @ 1000mhz. Memory bandwidth is the same for 7870 and 7850, 153GB/s
Far as we know PS4 has 18 CUs (2 disabled) Probably 72 TMUS because of this (4 per cluster, 2 clusters disabled) and the full 32 ROPS.
Clockspeed as far as we know is 800mhz. Main system memory bandwidth is 176GB/s, but this is shared. There was talk the CPU gets about 20GB/s, which puts the remaining memory bandwidth for the GP...
The volume of Xbox one plus it's power brick versus the same hardware all integrated inside PS4 must add up to an absolutely enormous difference.
