Developed by some of the people that went on to form Infinity Ward. That Omaha Beach level was amazing back in the day.
I see potential in it as a digital drawing pad for artists, given that it is pressure sensitive and works with the digital Wacom pen (unlike iPad for example). But I don't think it's quite there yet.

30fps is fine for certain games as long as it is solid with no dips, and no tearing.
Hopefully this bodes well for the Wii U version.
Maybe if the Wii U keeps selling badly, Nintendo will get increasingly desperate to the point where they give in and release a Pokemon RPG, or perhaps a HD port of X&Y with a save file that is interchangeable with the handheld versions.
