I will admit that this is odd of Sony considering how open they were with this stuff last gen, and yeah I hope they change their policy.
But I assume there is some reason for this that they aren't talking about, or possibly they just deliberating on a new official policy.
P.S. Let's not pretend its some big advantage for MS. There are still cross-online games on PlayStation that XBOX has blocked as well.

By definition "Indie" devs are just random developers that happen to be small. There is no way to have a "Grip" on this market. Devs ("indie" or not) simply flock to the platforms that will make them the most money, and objectively the PS4 was leagues above the Xbone around launch.

The PS4 Pro was consistently sold out until just a month ago - both on Amazon and Retail. ~25% of all PS4's sold are Pro's, which is quite a large ratio considering it costs 60% more than the PS4S. The PS4 Pro was meant to fill the $399 premium console bracket, and it did it with great success.
The XBX on the other hand is $499, and it's a 4 year old generation. No new games, no new features, and now it cost...
Should have been the "XBOX Two" for $399. A new console generation with full backwards compatibility.

Launching a year later to be marginally stronger than the competition is not "Fine" for a larger asking price, and all of those "games" are on PC. PlayStation's exclusives are only on PlayStation.
This generation is 4 years old (Mostly over). I find it hard to believe a lot of people will be walking into Best Buy to buy a 4-year old generation console for $500.
Nobody considers the RX 580 to be a "True" 4K gaming card (That's more or less what the XBX has). In fact I don't even consider the 1080 Ti to be a "True" 4K gaming card. That card is about TWICE as strong as the RX 580.
Don't get me the wrong, the RX 580 is a fantastic card with great performance; but it is NOT a 4K gaming card. In fact this will be a $150-$200 card by this fall (The time this console launches).

Eh Spencer isn't easy to qualify as "good" or "bad" for XBOX.
-On the one hand XBOX was a total trainwreck by 2013, and so ANYONE would be viewed as "good news". A monkey could do a better job than the people in charge back then.
-On the other hand he has definitely improved the image of XBOX and kept the brand afloat. I am just not sure that's much of an accomplishment...

Sony never expected the PS4 Pro to increase sales a ton, it was just a way for more tech savvy people to get better value. And yet 20%+ of PS4 sales are PS4 Pro's being sold for the same price the OG PS4 was sold at 4 years ago!
Selling the XBX for DOUBLE the price of the XBOX One is what will ultimately kill this product. It is branded as a "XBOX One", and that brand is 4 years old. No one...
It's not that Sony didn't have a great conference, they did! The problem is it definitely didn't live up to their last ~8 conferences.
Ever since 2008, MS' conferences haven't amounted to HALF of their Sony counterparts.
This pretty much says it all. XBOX's show is always the day before Playstation, and so for me there is always this 12 hour period where I go "Ok, that was impressive, I wonder what Sony's got in response". But then Sony blows them away in the first 15 min and I remember that MS is terrible at these presentations.
In the first 15 min Day's Gone, Horizon, God of War, and Uncharted blew away XBOX's entire conference. It isn't even a competition. ...

That's exactly how I would characterize it. If MS wanted to be serious about the console business they would have launched this as the XBOX Two at $399 with a pile of REAL exclusives.

The only console I would be concerned about is the XB1S with its tiny userbase, 1.3TFLOPS, and horrible 64GB/s of bandwidth. Compare that to both the XBX and PS4's 4.2 - 6.1TFLOPS and 224 - 326 GB/s of bandwidth (Not to mention the 20-40% IPC increase and memory compression of Polaris over GCN 1.0). Anyone who thought this was some Mega Space MMO was literally lying to THEMSELVES! They never said it would have any of the features people complained about.
Having said that, this was a $20 game sold for $60. I will happily get it when it is $9.99.
