To be fair, in most RPGs people don't complete every side quest before beating the game. If you did this for Oblivion or Fallout it would take forever. So it makes sense some people would skip loyalty quests and it would hurt you in the end.

Development costs on ps3 were higher. So they moved it to wii. Notice that profit means more than than sales. In fact, if costs are huge, even a large number of sales may not recoup the investment.
