no. the first anyone had ever heard of Project Assassins was in a demo-reel for PS3 games at TGS 2005. it was later part of the same type of demo-reel for the 360 at X05. since then it sort of went into hiatus until just prior to E3 06, where it was announced as a PS3 (only) game. it is easily within the realm of plausibility that Ubisoft scrapped the game for the 360, but thats highly unlikely. like lawman said, it'll will appear on the PS3 first, and probably the 360 at some point late...

360 came out one year before the PS3. developers have had more time with it. it's as simple as that. otherwise THQ could've did a rush job, and came away with much the same effect as EA did with Madden 2006 at 360's launch, with its lackluster graphics and lost features.
