Yes, but due to the frequency of delays it seems more like the original release date is just arbitrarily picked out of thin air with a "we can just delay it later" attitude much like pushing out a game with "we'll just patch it later".
The delay itself isn't bad, but we wouldn't even have them if they'd just wait to announce the release date until they're sure they can make it.
