While bungie is independant, they signed a contract which made sure that all bungie games get first approval from MS, if MS passes on these new titles they can then choose to find a second publisher.
I doubt MS is dumb enough to pass on bungie exclusives, and I doubt bungie is dumb enough to alienate their fanbase like that.
Otherwise bungie maybe independant but contracted to second party, like Silicon Knights and nintendo a while back.
let them work as a dual function, let us use achievement points to buy items from the market place, then have a two tiered system of:

They're my favorite developer because they marathon, arguably the most influention and innovative fps ever made.
Microsoft did develop it for sega. It's why they had such a good standing with one another, if you read the book about how the Xbox got started you see a bunch of interesting things.
It's also the reason peter moore got hired for the xbox devision, and why the xbox had sega launch titles like jest set radio future, and other remakes like shenmue, even though much more suited to the ps2.
Many of the members of sega also got jobs working at Xbox Japan.

the difference between the xbox delays is that for every 1 delay that long, other games come out on time, halo wars, fable 2, gears 2 etc. And it's not the big titles being delayed it's third party titles like this one.
release some cgi trailers and call them target renders then continually delay the games that are supposed to come with them.
