If it is on both the 360/PC, the exclusivity of the game still stands, a Microsoft based platform is required in order to play it. Therefore, Microsoft is still getting your cash, be it from buying an Xbox 360, a copy of Vista/7 or when you buy the laptop with either Vista/7 installed.
When it comes to games as such as The Agency, being on the PC too, Microsoft still ends up indirectly earning your money again.
