The article, sadly, is spot on. Move hardware is sound but gaming support has been very lukewarm to date.
Whilst the original may not be for everyone I found it to be one of my favorite games of that year.
Plenty to improve upon for a sequel.

The issue is more that the PC hardware market doesn't support longevity. Hardware becomes obsolete almost as soon as you get the PC home. Graphics cards are always on the rise in specs and price too.
Consoles as a fixed spec machine are not trying to compete with PC but provide a solid return on investment and in that area that FAR EXCEED the PC's capabilities.

The Vita is a mobile gaming platform and boasts PS3-ish graphical quality.
It's an impressive tech demo but in an actual playable build you wouldn't notice have the details due to being shot at and engaged in battle.
That being said, developers always want more of something. What % of PC owners could actually play something of the quality of the demo - 10% maybe?

The article puts a very weak article together in support of an early PS4 launch. Should 360 have been replaced by a new Xbox when high failure rates were announced?
Every console encounters problems at some point or another whether they be permanent or temporary. 360 encountered very high failure rates early on, Wii can't get a decent software to hardware sales ration whilst PS3/PSN being the unhackable fortress for so long has seen alot of weaknesss in its armor exploit...
Yet developers always find ways to get more out of a platform. To be fair Ubisoft haven't come out with an ORIGINAL concept in a long time, I think it is their imagination that is as limited as anything.
If it uses less than 1GB of ram, we'll see a slow adoption rate of 3rd party developers.
The two make or break issues are about barriers:
Can the barrier to early consumer adoption be lowered e.g. tolerable price - if you can get an iPad cheaper most people will
