Uh, who cares? It's a time limit of all things. Plus from the sound of the DLC it's something Dead Rising hasn't done before.
If you appreciate Dead Rising 4 you'll get the DLC. If not you likely won't. All I see happening is the base game giving you more time to explore or make decisions about how you're going to tackle the next portion.

Rockstar doesn't have to sell six million copies when they already sell vastly more on consoles. Also, you mean five million as has been stated above.
Further Rockstar managed to move over 15 million on PS3 and 360 within a week. That's two consoles that were about to be replaced by PS4 & Xbox One. Those versions did not come out until later. Then those two consoles both went on to move more units than PC.
So are many mods if you get down to the nitty gritty. Ya know. Those mods that rip off developer coding.

More stable mods would be a start
Red Dead Redemption which would be a closer match to RDR 2 never released on PC nor was there ever an intention to do so.
