Nintendo has stated the dock is merely for output to a TV. Think of it like the name implies. It's a Switch on Wii U.
Wii U processed everything for the system as the GamePad did not house anything to help with the grunt work. The Switch tablet will have all the processing while the base will have none.

If there was going to be a delay they would've announced it long ago as even contracts for the previously mentioned take time.
One could argue if Sony didn't already foot part of the bill by paying for exclusivity they wouldn't have released the game the way they did. By Sony doing so they effectively paid for production and assured Capcom beforehand they couldn't possibly lose much.

Further DVD was pushed as a movie format that could also help gaming.
UHD drives are not made for 4K only. It does add 4K support but other advantages include larger disc capacities.

Higher quality, less downloads, and less concessions could and would result. Current PS4s along with Pro will effectively be capped to 50GB discs while a UHD drive can support double that.

People also complained about 360 games in cases needing multiple DVD discs while PS3 games came on one disc.
...Except for UHD discs are larger capacity Blu-Ray discs. Out of anything digital content is another format.

No, not really as Nintendo looks to bring a product on par with PS4 or Xbox One rather than Pro or Scorpio.
It was the same with Wii U being touted as comparable to PS3/360 then Gamecube comparable to PS2/Xbox.
Nintendo isn't and hasn't started a generation in some time. The last product they released that did so to move along the whole industry was Super Nintendo.

Sales over the past year have not been the same as previous years, in particular for PS4
