If the game runs on a PS4, that means a next gen console in its early life cycle should be able to play that game in 60fps or more.

Next gen consoles have Raytracing. Idk if you have experienced raytracing, but it feels like a generational leap when you compare its good implementation in games.
That screenshot looks next gen, but I don't think the game will be massively different in terms of how it plays, making it just as less CPU intensive as current gen games. So all they gotta do with PS4 version is turn raytracing off and voila.
Tbh I am surprised people didn't think Horizon 2 and Miles weren't PS4 games. They didn't scream next gen when they were initially revealed. They simply looked like extension to base games.

I have like 5000+ hours on PC compared to barely 300 hours on my PS4 in the last 4 years. This was the first time I bought a console though and I didn't find it worth the money. I mean I played all the exclusives, but I only ended up liking a couple - Bloodborne, Gravity Rush 2, Matterfall and Nioh & Yakuza (Before they came to PC).

Sorry, but a game at 60fps does not look or play the same as 100+fps. If you have played 100 fps of a game, 60 fps becomes jittery.
I can't play CSGO at anything lower than 100fps.
Whenever they say locked 60, it's always the average FPS is around 65-70, but you will face frame rates in 40s. That is somethig I don't like.
