A true modern Shenmue game will cost about as much to make as a modern Yakuza game. So you are looking north of $30million.
I'm assuming Sony is footing the rest of the bill - or providing the manpower necessary to develop it.
It's partly due to them most likely having the PlayStation Experience again at the end of the year. There's now more events than ever and we still don't know what the majority of Sony studios are working on.
Heck theres even a second Naughty Dog team that after finishing The Last Of Us is a complete mystery.
It's planned fo each territory to put out their own equivalent.
Even if you don't get them all and just compete, you will gain Plus Points. Gain enough of those and you get a prize :)

Looks like your standard twin-stick shooter, without a lot of the polish.
The aiming recticle thing looks odd. Should of just gone with the standard line of sight ala Dead Nation, Helldivers and every other good twin-stick shooter in well ever. There's a reason they all do it after all.

You have to remember, the original Shenmue games had a lot of product placement - to make that world feel more believable.
We don't know who these unnamed backers are, but it wouldn't surprise me at all, if Yu over the years had just made various deals - that he can't touch upon until the thing is actually created.
