This only shows the developers are lazy. Especially with DVD/HDD difference, it means they did not even utilize free SDK tools. (The Xbox SDK can automatically arrange DVD data for optimal loading).

It's actually RPG with heavy shooter elements.
I've played both, and all two are very different from standard shooters. Yes the combat and leveling/upgrading is streamlined, however it's much more story driven, and the game becomes very tactical on Insane mode (you cannot play it as a shooter).
I'd get lots of disagrees, but I believe Capcom is only accused by fault.
The versus mode was a new game mode (as name suggests), requiring minimal amount of art assets, but mainly software code. It was several hundreds of KB, but for a reference Diablo 2 main game DLL is only 1MB (that's an entire game!).
Maybe what they should've done would be including an extra map, which would increase the size to 100MB+, then people would not complain.

The USB sticks will be registered to a single console. This also means they will be "encrypted" with the console's key.
I don't think it's possible to read console's encryption keys, without modding/jtagging it.

Anyways, they are allowing use of USB sticks (up to 16GB), instead of the memory cards. I think that answers your issue.
I got ODST for ~$30, and was really pleased (thanks to Amazon for great gaming deals)!
Basically ODST was a new take on Halo campaign. Both the atmosphere, and the sense of difficulty was really well executed.
