Well to be factual, Tablets are stealing laptop sales, and both are eating into PC sales.
@DarkOcelet GT80Titan is faster than a 980 Desktop. It has 2 x 980m SLI in there. 980m SLI is a little faster than Titan X/ 980ti .

Thats the point. They unlocked it so it's possible to have 144fps. A 980ti would probably pump out 400+ fps if the engine ran unhinged from physics as it should.
Even if either of the new consoles would be able to muster up more than 30fps it would still be locked since there's is no modding of this nature.
Hence.. PC gaming is light years ahead

It's totally game and industry related. If we can see articles on upcoming VR headsets and PS4 unlocking another core, then why wouldn't this be allowed.

Apparently the first* Xcom didn't sell well enough on the consoles. Still I think it will probably still come out at a later date.
