I say screw the publishers, can't the independent developers find some other way. Perhaps create an cooperating independent publishing organisation that only handles that side of the process, and get some of the revenue off of the sales of games, but have no actual influence over the development process of any company that wish to participate.

They could just bundle vr controllers in the (vr) box though. Considering that the majority of People Who owns a Ps4 doesn't have vr I don't think its that much of a deal to leave it out of the standard controller.

This game had potential to be masterpiece, if they had spent time refining the gameplay from the first Crackdown, and made the city more alive kind of like GTA. I image this game with interesting story, sidequests and superb gameplay. Instead we get this turd.
