COD uses a heavily modified custom engine based on the id Tech 3 engine. They call it the IW4.0 engine.

While the size is fine for a computer desk, it sucks for a TV for a living room or a bedroom. I like that Sony is trying to make 3D TV affordable but they should have gone with at least 32".

Exactly. If anything, the two will come out looking almost exactly the same. It's just a fact that, due to the complexities of the PS3, it is easier to port from PS3 -> Xbox 360. Nearly every game that went from Xbox 360 -> PS3 ended up with problems.
Developers have simply learned how to make the most efficient use of their time.
