No. To get 4k/30 at "console quality" is perfectly feasable on a 1060 or 480. It's not really worth it in many games imo because you're losing out in framerate that will make a bigger difference in how the game plays compared to lower resolutions, but it can be done, In shadow or mordor if you *just* turn down AA you can manage a fairly consistent 4k/30 with all other settings maxed using an RX480, and much the same is true of Mirrors Edge Catalyst.
Morrowind aged fine, it's just a different type of experience, one that literally does not exist in modern video games since they've become all about accessability and thus are fundamentally incompatible with the design philosophy of Morrowind where you have to learn about the world and then interact with it as a character with your skillset would have to if you want to succeed, because it takes a lot of effort on the players part for the system to work.

The average consumer (in the US and Europe)can drop 450 USD and get a PC that's over 40% more powerful CPU wise than the PS4 pro (and 11% more powerful GPU wise) *and* they aren't paying for the price of PS+ which means it's actually cheaper long term. You never could. The Xbox doesn't get SKSE, for example, but what it does give you is all of the mods that are available without 3rd party addons, and the PS4 doesn't even do that. It's not even half the mods at this point, with no SKSE and no external assets you're getting like, 1/4 of them and they're all the least complex mods

No we won't. People have native 4k PCs right now, and we have plenty of gameplay footage and screenshots from the PS4 pro. The difference is immediate and obvious. It makes everything slightly blurry (most easily spotted around hard edges) and screws with particle effects. The particle effects stuff isn't noticable sometimes, but whenever you're dealing with clusters of them in close proximity (like showers of sparks) you're looking at noticable blurring
