And you seem to be forgetting the NGP has two analouge stick, front touch screen with multi touch, rear touch pad with multi touch, three-Axis Gyroscope, three-axis Accelerometer, Six-axis motion sensor, three-axis electronic compass (<-- yeah okay, i agree this ones just stupid)

Then what was the point of the 3DS ? games ? That argument can be used with the NGP as well, the touchpad on the back is just a gimmick, games is what will make it sell.
Nintendo pushed and marketed it as "3D on the go !"
Without the 3D, you're holding on to a PSP 1.5 with dual screen and stylus.
I really doubt a lot of people will buy it for the games alone, if they wanted games, why not invest on a console instead ? Part the reason why...

It maybe a completely new game for all we know, Atsushi has worked on God Hand, Vanquish, Viewtiful Joe, Mad World, Ifinite Space and their newest game Anarchy Reigns.
