Halo had jetpacks in Halo2, you just couldn't use them. The Elites used them and later on the Brutes did. KZ2 didn't allow anyone to use them either and I don't think they were in the original Killzone.
Both Killzone and Halo came out in November of 2004. I think Killzone only had them turn up in the PSP game Liberation as enemies. Killzone Liberation came out in October 2006.
