All I've gathered is that what will make up the main bulk of their set-goal in revenue will be games and services as a result of hardware sales declining late in the PS4 life cycle. . . I don't see "focus on services" anywhere

All they are saying is that they expect hardware sales to decline for the remaining of the gen, so games and services will be their main driver of revenue instead of hardware sales for the remainder of the PS4's life cycle.

I agree that they need to get those characters if they ever plan on doing another PSASBR.
The whole appeal of a game like this pitting iconic characters against each other and PSASBR failed miserably in that department. I personally didn't find the battle system bad at all, but the lack of iconic characters just made it another average fighting game.
That game is hella ambitious and yet is being done by an indie team. Doubt we'll see anything about it until it's very very close to completion as to minimize hype around it.

The emulator for PS2 isn't a universal emulator. It's game by game basis. Sony could do what MS has done for XB1 by adding games to the collection as they get them to work for the emulator though.
