The One S technically has a boost mode as all games run slighter better than OG One. All it does is not downclock to PS4 speeds. It was literally more work to implement downclocks than the boost mode.

I dont know many studios that can pump out as many games as Platinum but cant finish their most ambitious title. If a studio takes on a exclusive project and is being funded to do so, I think it would be better to focus all resources to get the project done. It's different if they had their own publisher and worked at their own pace but they are paying you for a reason.
Maybe their network at the time couldn't let users with >100Mbps speeds download uncapped so they put a software cap until they could stabalize it.

Considering a lot of games are using dynamic resolution, that's give the Scorpio a good head start when those games would be hitting 1080p at least. Such as Halo 5 and Gears 4, they should he 1080p 60fps on launch.
"Checkerboard" is as good as native 4k to some, 4k just sounds better than 1800p so they just run with it.
People are just setting that up now so when the Scorpio is released they can say "Scorpio is a new gen, you can't compare it to the Pro"

And native 4k doesn't have the artifacts that checkerboard has, but it is "almost indistinguishable". Upscaling is Upscaling, giving it a more techy name doesn't change what it is. Sony just knew that they couldn't directly call it upscaling because people would rage the hell out.
