Agreed. 60 FPS is a fairy dream for games as this generation progresses. By the fourth Christmas I doubt there will be many games at 60 FPS on the AAA side.
There is nothing wrong with a solid 30 FPS. What is wrong is when games dip to sub-25 FPS and stutter just as you are lining up a shot or going for the king combo in an action game. It ruins the experience.
You have a few fatal flaws with the comment.
First, when you are talking that specs are better on PS4 you are correct only that there are better specs in graphics and main system memory. But, unfortunately the two machines are not apples to apples comparisons in architecture because of ESRAM on X1. This makes the way you manage the machines as a developer much different. So, X1 may be faster at some tasks and P4 faster at others.

I believe that Remedy came to MS and said they can deliver for holiday 2015 but wanted more time to make a great Remedy game.
MS looked at their lineup for holiday 2015 (Fable Legends, Halo 5, Forza Motorsports 6, and Tomb Raider) and compared it with Sony's probable lineup for holiday 2015 and said no problem.
So, I think there is some truth to the crowded 2015 comment and there is some truth that Remedy wanted more time.

I never met a single person that bought a X360 based on games having better resolution on 360.
Most gamers I met bought 360 because of games like Halo, Gears, etc and because Live was (at the time) a more stable and better performing network than Sony's.

Neverwinter, Forza Fast and Furious, #IDARB, Kalimba, Screamride, Ori and the Blind Forest, etc.
Their games may or may not be exclusive depending on how you look at things, but that doesn't mean XB gamers were sitting there bored while PS games played games like The Order, Bloodbourne, MLB 15, Helldivers, Grim Fandango, etc.
The funny thing about this is that gamers have come full circle and forgiven them for everything on this game.
I find it an insult to gamer's intelligence. DriveClub, Assassin's Creed Unity, BF4, Halo MCC... All shipped in crap condition. All have been fixed now, and because gamers have forgiven all the vendors for these crap day one products, we can expect more the same this coming holiday.
The game has been available for digital pre-order for about two weeks now so the download size was well known.
Honestly, I have never been a fan of TreyArch's CoDs.
