I doubt MS would preorder their own consoles (although you never know) but it's easily plausible that certain outlets are being bribed to release 'positive' publicity, that's not conspiracy it's good business sense.

Don't the US government have the power to make businesses hand over personal information? the way the 'war on terrorism' is developing I expect they'll be handed back door access to peoples home via Xbone eventually.

People will buy less games without the ability to recoup their loss on junk games, they will simply buy the AAA titles and not risk getting something they know nothing about.
Infact thinking about it, it will probably hurt indie developers the most which is probably the big publishers intentions when they block second hand market, they don't want publisher-less indie developers threatening their monopoly.

Why would anyone pre-order with a company who are operating on the brink of bankruptcy? they went into administration only a few months ago. I wonder how much money Microsoft have bunged them to announce this...

It will be a waste of time campaigning Microsoft because they don't care about what their customers think, they just force their plans on everyone (no matter how bad) like with Windows 8 and metro.

The PS4 GPU looks to be significantly better both in terms of fillrate (16 v 32 ROP's) and shader power (768 v 1152), those aren't small differences which will go unnoticed in games.
Add to that all of the other gamer orientated improvements Sony have made to their architecture (and unified GDDR5).
That's true but Xbox 360 has only really been massively popular in the US, perhaps Microsoft are just focusing on the that market as they seem to be going down the police state route (under the guise of the war on terrorism).
Perhaps MS got themselves a lucrative Department of Defense contract to increase their domestic spying ability, money alone will ensure that Xbone is not banned in the US.

I too feel that with the onset of portable devices and MS being left behind they are now desperate to invent some kind of game changer like the iPhone that will make them relevent again, instead of making rational decisions they are basically taking big gambles hoping that one of them will pay off. It's pretty much what a gambler does after a big loss, throwing his remaining money on the unlikely long shots dreaming of a big retur...
It will enable them to steal the worlds attention come E3, Microsoft have already blown their load and made a complete mess.
It's the same with Windows 8 and forcing metro interface on desktops/servers.
Microsoft management lately just seem to get new ideas and then try to force it on everyone without doing any market research, they just can't accept or comprehend that it was a **** concept to begin with.
Then why stop at 30fps? the sky is the limit if you are willing to sacrifice fluid/responsive gameplay for graphics.
Don't forget how Microsoft have been using the media to spin Windows 8 and Surface sales.
