Building a PC yourself still gives you the options of what components you want to use. Especially brand wise.
It depends on the person. If the person isn't really handy and don't trust themselves, then yes a pre-built system is a good way to go.
But more often than not, it takes just a little bit of research and how to use a screwdriver to build your own PC.

Hmm which brings up an interesting point that isn't brought up often.
Even if the X720 is "slower" or "less powerful" it will still be ported decently because the underlying architecture is still the same. x86 processor, GPU, and RAM.
Dial down the textures, maybe a little less anti-aliasing, and you have a PS4 to 720 port.
This is cool, almost compared to people finding about how to get General Leo to become a real part of your character line up in FF6.

Clock speed is only one element of a CPU.
A 3.5GHZ i5-3570 has far more performance than something like a 4GHZ FX-8350 in individual IPC.
Architecture is very important.
Right now in the PC games world, there are only a hand full of games that utilize more than 4 threads. Crysis 3 is probably the best example that uses 8 threads pretty well.

You know what, they might as well just put 32GB of DDR3 in there. Go ahead, fill up that bad boy with as much RAM as you want them to have. Even put DDR3-1600 for pity sake.
It's not going to make a difference. It's still going to be at most 25GB/s in dual channel. Six times slower than GDDR5.

8GB's of GDDR5 doesn't necessarily have to be only about putting things in it. Having that amount of extra RAM could be beneficial for resolution and Anti Aliasing.
I actually won't mind if PS4 games end up being 30fps. But by god, they better f'in have absolutely NO REASON NOT to put high levels of Anti-Aliasing and minimum 1920x1080.
