This is marketed toward FF fans. If they put the demo in a game like Killzone 2, then yeah, that'd be terrible in my opinion, but it's not the case. The FF fans are buying ACC, and they're getting a FFXIII demo with it.
More modern vending machines are pretty smart. It'll know if it gave you nothing, then reset and give you the product. Although, there was an exploit for "buy one get x free" that I've used.... >.>
