Here I've been sitting on a desire to see a new open world IP (that won't ruin the developer), and yeah, James Cameron's IP would suit the genre very well indeed.
Not to mention as an RTS but I'm not sure how much market value that would have (all kinds of units ground sea and air (space even), eletronic and biological warfare, nukes, unit upgrades like nobodies business...
I have to disagree that making a City fit a racing game is hard. There are many cities in the world with awesome raceable roads (because they have long boulevards and expressways). While the crap streets and avenues are good for hiding things you need to slow down to find, or hide from cops.
And having mentioned Rallisport Challenge.. I wonder if DICE can still live up to such a title after they are done working on NFS. Thankfully Criterion is more than capable of churning ...
R.I.P. RTW (hopefully they haven't burned all their investors) maybe it can be a fair warning to the rest of the industry to respect quality levels and that MMOs can't replace good single player game play without years to build a faithful and fanatic fanbase.

Rocksteady needs to back off of licenses and get back to original game IP like Urban Chaos. That and do more with vehicles and an open world. I'd like to imagine their take on a GTA style open world game not centered on crime, or crime fighting (but not excluding them either).
Urban Chaos 2 if they are feeling chummy with Eidos and adding more vehicles/free roaming level design/mission structure to their FPS games would be awesome.
But I'd be happy with Urban Chaos 2 for PC and consoles.
