Few different factors here:

It's a good thing. They have had to commit to no longer releasing sequels only a year later (MW2->MW3, BO6->BO7) that make the previous worst entries in the franchise look respectable.

Depends. Technically, they could spend many years on The Witcher 4, upgrading everything and polishing a new gameplay system with the story all planned out with the tools to create new content all set up.

Miles MacKenzie is worse than any Sony NPC, tbf. GOW: Ragnarok added an option to stop the puzzle hints. When you remove that issue (and I agree, it's annoying), the dialogue is good and Atreus has always served a gameplay purpose - the player has control over his bow. He has never only existed to handhold.
Mackenzie does not have a single good line of dialogue from the foot...
Also, to criticise Ubisoft a bit, if they want more sales, perhaps they should have let their devs make games like Expedition 33. Instead, they had to leave the company to go off and make it.
Serge Hascoët, their prior Chief Creative Officer, was fired for allegations of sexual misconduct. It was a big mistake to allow him to enforce while he was there that most Ubisoft games must follow a similar design.
"Consumers are playing fewer games, playing them for longer" I don't care about current Ubisoft struggling but I do think this is part of why some people seem to get very little enjoyment out of games anymore.
