As of now, to play Death Stranding, you have to own a PS4 as the game is running on a Sony owned engine and trademarked the game is trademarked by them.
Choose to believe whatever else there is to believe. I'd prefer to, literally, look at the writing on the wall. It's unlikely that this game will make it to anything other than the PS4, but yes, based on the trademarked-only status, it could end up on PC. It'll be up to Sony, either way.
No, it's a moot point because it cannot be proven, right now, that The Last Guardian is a failure and PSVR numbers have zero to do with it.

It's an IP owned by Sony. Nothing else needs to be said about exclusivity. Whether or not it comes to PC is 100% up to Sony.
But the same company that will post PS4 numbers, making that a moot point.
Except that it doesn't. The game may have already accomplished its goal. Price drops don't always mean something has failed.

OT: The Scorpio will have a spec advantage, but there is nothing else. Not a sales advantage. Not a developer advantage. Not a game advantage. So, there's not much of discussion to be had here and the author's biggest problem is thinking Sony's main advantage has been power.
No gen was perfect. So that's moot, anyway.
