You don't need to have the Xbox App on Windows 10 to play PC games. Just the Windows 10 store will do. You don't need an Xbox One to play Gears of War 4, for example, therefore, it isn't an exclusive.

If I can play it on PC (Steam), there's no need for me to have the X1 version. So no, it's not silly at all. I'd say it's sillier to restrict myself to a service that doesn't allow for PC game modding, any kind of file modification, nor SLI (not really issues with Steam).
Come close to "Halo level" such as what? Sales? Reviews? In both cases, Uncharted is already in that territory (and this gen, Halo is a shadow of its former self in both categories).

No, not like Killzone or Uncharted, or inFAMOUS, or God of War. All of those franchises have their releases far spread out (AT LEAST three years in all of those cases). Not commenting on Microsoft's releases, but those aren't the best examples to use from Sony's end, since they don't release that often.

No, it doesn't work both ways. Unless you've been living under a rock, Scalebound was a source of hype for a good bit. To some it looked like a mess, but do not try to deny its presence on Xbox fans' hype list(s). It was on plenty.
Announcing games in the Summer doesn't mean they have a good line-up for 2017 (unless you expect ALL of said line-up to launch within that 6-month period - which is unlikely).

For exclusives, Microsoft has to release a bunch of quality titles ONLY AVAILABLE ON XBOX (seems the definition of exclusive has been hacked up these past two generations).
Unless that's the case, 2018 won't be any different for Xbox.
