That would be true if most Pro enhanced titles only upscale to that resolution. Since it isn't, it just comes off as you looking for something to put the system down.
The 3DS dominates a dead platform. So the only correlation to that is you comparing the Wii U and X1 to the Vita. Otherwise, it doesn't make sense.

@shbloom: No. There was only a "sharp decline" between GT5 and GT6, and it was due to the PS4's launch (as I noted).
You don't have a PS4, so you won't be able to play it anyway ;)

If you can show us Sony's expectations, your claims of what it what supposed to "pass" will become valid. Right now, you're blowing a lot of hot air and basing your viewpoints on nothing tangible.
Considering you call the game "forgotten", I'd say the title is clickbait. Yes. The article is a bit more informative (though some of it is all questionable), but outside of that, that title description is inaccurate and paints a much worse picture than what actually happened.

The lowest selling mainline GT title, GT6, sold 5 million units as of Mar 31 (on the heels of the PS4's launch, so it made sense). That still puts it head-and-shoulders above the original Project CARS.
