It all depends on the progression. No one is going to want to grind if they feel like their is no progression. That is what ruined GTA Online. If the microtransactions don't get in the way of progression, then fine.

I'm not one to take issues like this lightly, but I have to agree with you. You have to deal with GTA by letting your hair down and taking control of caricatures in a world full of caricatures. You can't just pick one element to take seriously while ignoring all of the rest.

1) Without factoring in the online, to me TLOU and GTAV are solidly in place as #1 and #2 respectively, in my opinion.

The problem with Games for Gold is that MS tried to put the cherry on top of a cake that hadn't been baked yet. Instead of making sure that they had something that could compete with the Plus offerings, MS was focused on one-uping Plus.
